看结尾这一句。Millions of dollars have accumulated in the special accounts, so the government’s plan is obviously working.表示这个政策确实执行了,而special accounts的储蓄额确实增加了。题目问的是削弱,那就只能从这其中找原因,而不是从题目以外的地方引进他因。

D的话,意思是 许多已经存了长期的人把钱转到了special accounts里。也就是说从总量上来说,这些钱只是换了个账户,性质是不变的。还是长期存款。这样政策的目的并没有达到。
