逻辑链:增加税收不是减轻政府债务的唯一方法——按照现在的市场价,政府的氦储备价值比获得和储存它所积累的债务要高出25%——如果卖了它,不光能还清因为它欠下的债,还能够减轻政府的总债务——前提是氦的市场价不会因为政府出售,下跌超过25%——这样卖了它也抵不了因它而产生的债务,更亏。

A: 文中问卖h能不能还清债务,a在讨论政府对h有没有需求,已经说了要卖了,所以a不是讨论范围;

B:不论helium占整个政府债务比重多大,卖了了它偿还原始债务后哪怕还剩一块钱去还其他债务,也是reduce overall debt,所以假设无关紧要;

D:价值=价格*数量; 数量肯定是一定的,价格下降了25%必然总价值下降了25%,而且是在高价格的基础上下降25%,即1*1.25*0.75=0.9375,小于1,无法还清,所以这个假设是必定成立的。

E:关闭设备有cost,cost不明确,一个不明确的假设建议就不要把它作为原文既定的假设,因为他不必然影响结果。
